The Harford County Department of Public Works is notifying the public that it will request the Federal Highway Administration make a de minimis (or minor) impact finding in accordance with Section 4 (f) regarding the permanent effects of the proposed Rehabilitation of Stafford Road Bridge over Deer Creek, and to provide the opportunity for public review and comment of this proposed determination.

Written comments regarding the proposed Section 4(f) de minimis impact findings may be submitted to the Harford County Project Manager, Glen Hebel, during the 15-day comment period through April 19, 2019.

The Bureau of Engineering is a major division within the Department of Public Works. Its responsibilities are to provide engineering design and technical support for roadway and bridge projects throughout Harford County.

In addition, the Bureau of Engineering provides the review/design and subsequent approval of subdivision/related roadways, traffic analysis, including but not limited to:
  • Bridge facilities
  • Future roads
  • Intersection improvements
  • Speed studies
  • Storm drains
  • Traffic calming measures, which when completed, become part of the Harford County infrastructure
